Building on a legacy of care

Since its founding in 2010, Elder Care Management has been shaped by experienced, hands-on leadership dedicated to delivering thoughtful, high-quality support to older adults and their families. Today, that legacy continues through a deeply tenured and aligned leadership team that brings continuity, clinical insight, and operational discipline to every aspect of the organization.

At the center of this team is Louie Handugan, Director of Care Management, who leads the day-to-day management of care operations, ensuring consistency, responsiveness, and accountability across the organization. Supporting this work is Felicia Juntunen, Director of Professional Standards, who ensures that every member of the team upholds the high level of professionalism, ethics, and care standards that define our services. Complementing their leadership is Gail Arno, a founding member of the organization and former Director of Care Management, who continues to serve as a trusted mentor and role model for newer care managers.

Rounding out the leadership team is Maureen Lawrence, Director of Community Outreach, who has been a cornerstone of ECM’s presence in the greater Sacramento community since 2016. Maureen has been instrumental in educating families, healthcare professionals, and community partners about the value of professional care management — serving as a tireless evangelist for the field and a steadfast advocate for older adults throughout her time with the organization.

Together, this leadership team reflects both the history and the future of Elder Care Management — grounded in experience, aligned in purpose, and committed to delivering exceptional guidance and support to every client and family we serve.

Our Care Managers are experienced and dedicated professionals who bring deep compassion and expertise to every family they serve.

Louie Handugan, MDIV

Director of Care Management

Louie brings over 15 years of hospice leadership to his new role as Director of Care Management. He has guided interdisciplinary teams- including Medical Social Workers, Chaplains, and Therapists- who support patients and families through the emotional, mental, and spiritual complexities of end-of-life care.

Felicia Juntunen, BSW, MA, CMC

Director of Professional Development

Felicia received her Bachelor’s degree in Social Work and a Master’s in Gerontology from California State University, Sacramento. In 2011/12, during her graduate program she served as a student intern with Elder Care Management then officially joined the Care Management team shortly thereafter.

Gail Arno, BS, CMC

Founding Member, Senior Care Manager

Gail brought her expertise to the team at Elder Care Management in 2010, after starting her career in the aging services field back in 1998 as a family consultant for a local placement agency. As a placement agent, she actively educated and guided a generation of seniors and their families to resources and services available throughout the Sacramento area.

Piper Jackson, BA, CDP

Lead Aging Life Care Manager

Piper earned her undergraduate degree from California State University Sacramento and went on to obtain her Residential Care for the Elderly Certificate (RCFE) through the California Department of Social Services. Piper is an active member of the Aging Life Care Association and a Certified Dementia Practitioner through the NCCDP.

Mary Beth Panebianco, BSW

Care Manager

Piper earned her undergraduate degree from California State University Sacramento and went on to obtain her Residential Care for the Elderly Certificate (RCFE) through the California Department of Social Services. Piper is an active member of the Aging Life Care Association and a Certified Dementia Practitioner through the NCCDP.

Colleen Karlin, LVN

Care Manager

Colleen joined the Elder Care Management team in April 2025, bringing over ten years work experience in supporting older adults to her new role as a Care Manager. Her senior care journey began in senior living, where she worked to coordinate medical care for community residents.

Laura Houlton, BSG

Care Manager

Laura brings a strong background in gerontology and hands-on experience supporting older adults and vulnerable communities in Sacramento County. For the past several years, she has worked as a Caseworker with Meals on Wheels Sacramento, where she managed a caseload of nearly 300 participants.

Rachael Twiner, BS, RGN

Care Manager

Rachael brings a strong blend of clinical training and healthcare leadership to her role at Elder Care Management. She began her career in the United Kingdom as a Registered Nurse, where she developed a deep commitment to compassionate, patient-centered care. After moving into healthcare operations in the U.S.

Darci Nunes, BA

Care Manager

Darci brings a unique combination of professional skill, personal insight, and heartfelt advocacy to her role as an Aging Life Care Manager® with Elder Care Management. She holds a Bachelor’s degree in Sociology from Sonoma State University, grounding her work in a strong understanding of family systems and social service navigation.

Maureen Lawrence, BS

Director of Community Outreach

Since joining Elder Care Management in 2016 as the first Outreach Coordinator, Maureen Lawrence has played a key role in shaping the organization’s community presence. A graduate of Cal Poly, San Luis Obispo with a Bachelor of Science in Psychology, she first discovered her love for senior care while serving as a Community Liaison for a local hospice agency.

A vision born from personal experience

Elder Care Management (ECM) was founded in 2010 by Ginger McMurchie who brought together an experienced team of care managers, gerontologists, and registered nurses, each who had a depth of personal and professional experience working with the elderly and disabled.

Throughout her career, Ginger saw the need for a trusted group of advisors where families could go to get answers to tough questions and find resources that were appropriate and trustworthy. Within ECM, she assembled an exceptional team of Care Managers to help families navigate the confusing array of services and options.

Because the Elder Care Management team has personal experience caring for their loved ones and seeing firsthand how confusing the choices are, our Care Managers bring a passion for their work that truly brings solace and comfort to those in need.
